Narora Araragi [Abilities 2]

Name:Toresugan (Track(ing) Eyes)
Description:
This spell has permanently altered Narora's eyes into that of special magical vision.

Within all beings, sight is taken from the receptors (Eyes), and transmitted to the brain, which then understands the image it gets. The eyes take control of said function, and move images from the eyes to the brain faster, increasing their perception and, if you will, 'slowing down the FPS rate' of the Human sense of sight. As a result, reaction time to attacks is increased by nearly 10-13%.

Weakness:
Extensive use can strain Narora's eyes (15 turns of consecutive use). Too much strain can impair vision temporally. Prolonged use of this will cause permanent deterioration of eye sight. (If spell is deactivated, certain amounts of time can pass in which the spell can be used with safety again.)

Range: Vision-Based range (“As far as the eye can see”)


Name: Reitama (Spirit Ball)
Description:
In conjunction with Izanagi, Narora can cast a ball of pure energy towards his opponent. The attack us currently very weak, but a direct hit can prove to deal 3^rd degree burns.

Weakness:

• Must hold completely still (Narora & Izanagi)
  
• Requires both of Izanagi's and Narora's hands to form
  

Range: Medium-Long (Ill-advised to use at Medium distance with upgrades)

Let's keep in mind these are weaker characters that we build up and these are basically weaker abilities. The third degree burns on the second ability is fine because you posted that it needs a direct hit, but can you knock off a few percent off the first? If you want you can create higher versions of the spell that will increase the percentage :)

Sure can, I've edited the percents as you've requested ^^ I've also narrowed the percentages from 5 possible numbers to just 3.

Awesome, like I said you can always make stronger versions as your character progresses :)
